QUEST QCTO-CERTIFICATION

The document at the end

Everything a provider does converges on one moment: a learner finishes, and something is issued that says so. 📜

It is also where providers take on the most risk, often without realising it — because issuing a document that looks like a qualification, when you were not entitled to issue it, is a problem you cannot quietly correct later. The learner has it. They may have shown it to an employer.
